Actually had an employee do that. Didn’t even bother to change “the incumbent” to “I”. Needless to say his performance review was brutal. Was a low performer who I had on a Performance Improvement Plan. I had no problem recommending a Krispy Kreme Donut of a big fat zero bonus that was approved by my boss. Documented everything, along with his other incompetence, and eventually had him fired. Yes, it can be done even in the federal government. Note: I didn’t hire him; he was dumped on me by senior management when they couldn’t find a place for him.
So glad I retired and don’t have to put up with that stuff anymore. Good luck with your “I”m the greatest employee ever!” statement of greatness!

It was done online and the starting position of the 1-5 rating started at 5 and then you adjusted. He said he thought I had given him perfect scores.
Young kid and solid worker, but I then told him I was not sure he was smart enough to keep working there. We both busted out laughing as I told him to fix it.

We had a Commonwealth-wide annual evaluation whereby a manager could select any of 5 ratings and accurately describe the employee's year. So, the number became the objective assessment.
