Omega Man is one of my favs
I watched Towering Inferno semi recently. It holds up pretty damn well, plus OJ Simpson is in it.

If that qualifies -- and I guess you think it does. The original Airport is fairly good competition, with its all-star class (and even an Oscar for Helen Hayes I believe). And how bout Pacific Rim with all the kaiju monsters?
But "Action" is a mighty broad category.... do you really mean "Action where bad things happen?"

I am flipping channels and it's on I end up watching the whole thing. And if you've never checked out Ben Affleck's commentary on the movie it's hilarious. "I asked Michael Bay why it was easier to train drillers to be astronauts than to train astronauts to be drillers and he told me to shut the f up... so that was the end of that."

when they came out about the same time. Deep Impact was sooo much better.
I guess because Armageddon was more of a silly action flick, while Deep Impact was the pure drama of society facing the end of the world.
