have a LOT of university presidents that could care less about Football/athletics, or at least where it pertains to their institutions. The schools that chase the money and embrace the recent developments are in the minority. If this goes to legislation, it will come out that all athletes get paid, not just the football payers (to be "fair") NIL is a different genie, and while I don't know where that lands, I do think it will be more like the NFL model, and not schools or boosters competing with other schools to out pay each other. You do not have fans bidding up contracts in the NFL, so if there is collective bargaining, the transfer portal will be addressed. There will be fudging and cheating of course, but there will be a reckoning with regulation, or we may very well get an NFL light. If that happens, then the other 98% of college athletics will not participate.
