Name one state "directional school" in the P5

Southern Cal is private. You could argue UCLA sorta fits the bill, with Cal being the Flagship and UCLA being sorta "directional" but that aint the same as USF. Anything with a direction that isnt the state's flagship is perceived as minor league in branding.
