What is the least visited National Park in the lower 48?

North Cascades NP, commonly nicknamed the American Alps is in Washington state and had a little over 16,000 visitors in 2024. Second lowest was Isle Royale in Michigan with not quite 29,000 visitors. At the other end of the spectrum, Great Smoky Mountain National Park had over 12,000,000 visitors in 2024.

I’ve been to both, North Cascades feels a lot closer to civilization than GB

I've toured both the fort and Loggerhead Key (where the lighthouse is located). I saw the the biggest lobsters I've ever seen in FL waters there. It's a marine sanctuary, so they're safe from being caught (although I wouldn't be surprised if some of the boats out there pick up a lobster or two...)

5 or 6, but I think they are state parks. But I will say Pennecamp, just to throw a guess in.
