1. He is not asked to be a primary scoring option for his new team.
2. He accepts that his handle and vision are great for a SF, not so great for a PG.
Neo was miscast in his role this year, and it seems that was primarily by his own request. He will thrive and be a matchup nightmare if he's more of a facilitator in a point forward role. If he goes somewhere else hoping to be The Man, he will struggle again. He simply does not have the quickness or ballhandling ability to play the 1, possibly the 2 as well. But at the 3 or 4, he could be deadly.

and will be much better then he possibly would have been with another year at VT. Neo will benefit more from a different tone of coaching (i.e. tougher love, more accountability) and a stronger cast that will allow him to play more to his strengths and not to be a gameplan focus of the opposition.

NBA teams know exactly how much each school has in the coffers to offer a player. It benefits Neo a lot more to say "hey, I have an offer from a college to go there, so if you want me, it'll need to be a guaranteed contract"
Being at Virginia Tech would mean only VT competing with NBA money. Being in the portal means he could float literally any team or just be vague and some team at the end of round 1 or early round 2 (or some team who wants to buy into that range) will have to make a decision on giving him a guarantee to entice him out of college.
But dont take my word for it, Im just an "expert" with quotation marks
