Given the current situation I think maybe you create a super-conference...
Doing nothing is probably the worst thing any team or conference can do, unless you are assured invitation to Big10 or SEC.
It's only a matter of time until another valued property is plucked, and you must protect what's left. The PAC, Big12 and ACC collectively still have A TON of value when combined... but are too weak on their own. Remember, the SEC and Big10 have tons of mediocre programs and are geographically concentrated, but they are leveraging their TV deals to pluck the highest valued remaining teams. Form a true alliance to stop any further poaching, and let's see how USC and UCLA are doing in 10 years as they'd be very isolated playing mid-west.
The following makes assumptions the super conference below could stick together (as well as get out of the ACC GOR - which I guess is doable since enough teams agree to abandon the ACC). The sum of the whole below is better than the parts. I debatably included the NorthEast trio of PITT, BC, and SYR... but I think that's okay if you require them to eat up their inventory playing each other, as well as possibly creating an unequal rev-share that is based on TV ratings.
VT - WVU, MIAMI, UVA
WVU - VT, PITT, LOU
SYR - BC, PITT, LOU
LOU - WVU, SYR, BC
BC - SYR, PITT, LOU
PITT - SYR, BC, WVU
UVA - UNC, VT, CLM
UNC - DUKE, NCSU, UVA
DUKE - GT, UNC, NCSU
NCSU - DUKE, UNC, CLE
MIA - VT, FSU, BC
CLE - NCSU, FSU, UVA
FSU - MIA, CLE, GT
GT - CLEM, DUKE, FSU
AZ - ASU, COL, UTAH
ASU - COL, UTAH, AZ
COL - UTAH, AZ, ASU
UTAH - AZ, ASU, COL
ORE - WASH, CAL, STAN
WASH - CAL, STAN, ORE
STAN - WASH, CAL, ORE
Then choose some of the higher valued big 12 teams.
Regarding scheduling, since you don't have conferences but instead a league, just go back to the old days where each team has FREEDOM to schedule outside of their required rivals, and somehow put in rules that encourage marketable matchups. This means ND could be back in the mix as each team is "independent" regarding scheduling, so they can play Stanford, Navy and whoever else they want.
This league can also adjust the transfer portal rules or possibly NIL within themselves.
