As I said the conference will make every effort to schedule the conference
games around the already scheduled OOC games. However, there may be circumstances where that is not possible. I do know most (maybe all) conferences now use a software program to generate the schedules after including all the relevant data points (i.e., known OOC games, specific dates for conference games, home vs. away, etc.). The software is the one moving conference games around behind the scenes until every member satisfies the conference scheduling requirement. If the software is not able to resolve a scheduling conflict, then it most likely flags the issue so the humans can resolve it. Depending on which software is used to generate the schedules, it may even provide potential solutions to the humans. It is at that point the conference will either phone or email the involved schools' ADs to see if they are willing to move an OOC game to a different date so a conference game can be played on that date. At that point the AD has to call the opposing school's AD to see if they agree to the change.
Remember all of this is being done out of the public eye and prior to the schools officially announcing their schedule for the upcoming season. Whenever there is a delay in a school officially announcing its schedule for the upcoming season, then it is usually because there is an issue (i.e., opponent, date, etc.) that still needs to be resolved. Outside the ACC's decision to do an 8/9 split, all the other conferences require their members to play the same number of conference games. Hence why I said a conference game will always trump an OOC game if the only the only date the conference game can be played on is the same week as when the OOC game is scheduled. One reason the ACC is in a scheduling pickle is because mathematically it is not possible for 17 schools to play 9 conference games every year. Even the ACC confirms it when it announced the scheduling change.
"Starting in 2027, 16 teams will play a nine-game ACC schedule annually, with one team each season playing eight league games and scheduling two Power Four opponents outside the conference to accommodate the 10 Power Four games requirement."
