Even though it is Navy's choice, the perception tells a different story.

Plus, from a negotiation standpoint Notre Dame may be in a stronger position than VT. So even if VT "willingly" sells its home game in the future series to neutral site venues, Hokie fans may not see it that way. Especially if some of VT's "home games" end up being located in San Antonio, Las Vegas, Chicago, Foxboro (MA), etc. where perceptually the location of the game seems to benefit the visiting team (Notre Dame) more.
