You’re both right. Which is the main reason the SEC and B1G aren’t done.

To effectively kill off this collective of P5 remnants and keep them from banding together, the P2 will need to acquire just enough of the P5 to eliminate any chance those remnants might have to band together. Large state schools (in large states) and big brands. 24 in each league. That means absorbing 16 more schools and the lions share of TV viewership. Kansas, FSU, Miami, Clemson, UNC, NC State, VT, UVA Oregon, Washington, ND, Stanford, Arizona, Az State and two others. (Colorado? Utah? BYU? TCU? Cal? Ok State? Pitt?) Each league sends 6 to its conference playoff. The champs meet for the national title. If you can be in the top 25% of your league you’ve got a shot. And with those 48 teams, they’ll have their massive viewer base locked in.
