the NCAA is to blame, however, our difference of opinion arises in how the NCAA is defined. You are correct that that the parade of figureheads doubling as "yes men" are essentially powerless and operate only as told. The real NCAA, the member institutions and their leadership, just want to take in the money and have very little interest in anything other than things directly affecting their own schools. They lose lawsuits because they have continually kicked the cans down the road as opposed to seeking solutions as problems arise and before small problems become big problems. I thought Charlie Baker might be better and, truth be told, almost anybody is better than Mark Emmert, but, the way the House settlement has come about Baker just appears to be another "yes man" in the line. Until there is an executive with real power and a spine things are unlikely to improve and maybe even get worse.
