How can the P4 negotiate a legal mediation for lower D1 schools?

It was my understanding this was a mediated settlement with House. Negotiating on behalf of the big schools and assigning 35% of costs to the small schools cannot be legal. This one issue should be more than enough forthe judge to reject the mediated agreement. Seems much more cut and dry than the FSU and Clemson lawsuits that ACC was not representing them well enough. The NCAA was not representing the small schools at all.
