It wouldn't surprise me if the men and women serving at the time were encouraged to "spend time on" (aka play) these simulators during their down time because of the training value that was gained from it. There are other professions out there where people may be encouraged to spend time on a simulator/video game during their down time. You say these people are "losers." However, I see these people as possibility having a desire to get more proficient at their chosen profession and they are using the tools/resources available to them to achieve that goal. The only constant in life is change. As Bob Dylan once said, "The Times They Are A-Changin'" and simulators/video games happen to be one of those changes.
