It is so tough to be in that situation and there is no playbook. When my mom made a similar decision, I do wish that she and my Dad had involved hospice earlier than they did, although it was still a blessing once they were involved. More than six years later, I continue to feel fortunate that she was able to make the decision to end chemo herself.

My wife and I watched the first four seasons
I think we maybe binged seasons 1 and 2, then watched 3 and 4 when they were released. Haven't watched season 5 (honestly haven't even talked about it, even though netflix is on multiple times a week in our house) and I'm not 100% sure if that's because of the length of time it took to be released or if I was just tired of the series after season 4.

Given the details you've shared, I would suggest that she start with the phone number 757-385-5167 or walk-in at the location in the link below. Depending on her circumstances (income, etc.), that is the access point for the VB City government homeless assistance. If she doesn't qualify for their programs, they should have resource lists, etc. that may help cover immediate needs.
I'd also suggest she do what she can to identify potential places to live. Housing location help is something that is not readily available in many places.
If she's not in Virginia Beach proper, that number above should also be able to guide her to the appropriate point of contact depending on which locality she is in.

There is a larger effort that connects Roanoke/Blacksburg
with Charlottesville and Richmond. It's referred to as Project VITAL and here's the VT release from February.
I understand the frustration on the private firm announcements, but I think the opportunity is there for VT/Blacksburg/Roanoke.

Somewhere in my parents house exists a picture of a younger
me in front of what some guy at an auto parts store in French Lick told me and my Dad was Bird's childhood home, as well as the place he owned at that time that was nearby.
Looks like he sold the other home in 2015 (which wasn't some huge mansion, but did have a tennis court and a pool), and the childhood home has had some exterior upgrades in the past 25 years.
