Do we think the bleachers down the left field line will be sticking around?
I haven't driven on campus this summer, they may have already taken them down.

Well, these bleachers are not good seats. Bad sightlines.
Their presence (or lack of) sort of drives home the inadequacy of TSP. Actually setting them up behind the LF fence is a better configuration for watching the game.

is there a good reason they can't become semi-permament ?
rather than put up / take down. Rinse & repeat?

They are semi-permanent if they're continually taken down and put back up.
And why put up more free seats?

I think that falls into capital improvements
Which requires a lot of hoops to jump through. That's jast a guess, though.
