13 Tier 1 teams, 41 Tier 2 teams, and a lot of Tier 3 & 4 that are already in P4 conferences. I would imagine most fans in Tier 2 is convinced their team should be in future P2 Super League (as well as share of Tier 3 & 4 that disagree with the tiers) but it gets very tight for even the Tier 2 teams even if it expands to 40 or 48 total teams/colleges.

viewers, money, true competition, equity, excitement, problem solving. We could use a good dose of merit grounded in on-field production.

And it's a way of losing inferior current P2 schools without the tawdry duty of kicking them out. The regular season would be a massive money maker and dwarf the money that's out there now. In a matter of time, one of the two P2 conferences is going to separate itself from the other. Not sure which money model will win out, but it will likely happen sooner or later. When it does, the top end teams in the #2 conference are going to start looking around at the lower half of the conference--just like UNC, FSU and Clemson are doing right now. Moreover, as a way of getting the P2 on board with this, just grandfather the money for a limited time. league/conference or not. There is a reason the NFL, MLB, NBA and NHL don't do it. I get the idea of motivating those at the bottom to work harder. But don't like the idea of conference membership changing every year. Unless an authority is going to mandate going back to small conferences and lock the schools in (which I am not opposed to BTW), teams are just going to jump around to wherever they want. Even the identity of the B1G and the SEC is gone. They just have more money and members than anybody else.

But I am not sure that teams will jump around - there will need to be a way to comparatively rank teams within an organization/group of teams for the purposes of seeding, who gets in playoffs, etc. Maybe it's divisional. This stupid committee that "selects" the playoff teams will no longer exist I think (and hopefully soon). Many things I dislike about the NFL, but the one thing they do (mostly) correctly is determining who is in the playoffs. Yes, sometimes weak teams who win weak divisions get in and get slaughtered, but similar has happened over the years in college football also (see ND in ANY big bowl game/playoff over the past 30 years). It will become pure exhibition (more so than now) if we end up with 8-12 teams with the most money playing each other with no divisional structure that they belong to.
