doesnt mean the schools have zero leverage to decide if they go and with whom. Virginia and NC legislators and the respective BOVs are not asleep at the wheel . If they had vetted VT (and maybe NCSU), the PR would only serve to weaken their negotiating position- they want to split states up. That is their opening gambit. They operate by fear.
