Anti trust laws forbid salary caps

The only way around them is a collective bargaining agreement, so all college athletes would have to join a college athletes union. Many states forbid government employees from joining unions, and since most of D1 schools are public entities, their athletes would be barred from joining the union. Most of those states are ones that have the ACC, SEC, and Big XII schools, while some states that would allow union state employees would be the PAC and B1G schools. Private school athletes would be able to join the union.
