yep the P2 could still do their own thing but
those with an antitrust exemption could operate on much more favorable terms that it could make it a mistake.
Anyway my greater point is that governmental involvement is just one of a number of unknown variables that make it truly impossible for any school like VT (in the middle) to know exactly what tact and strategy is best to take. Although I do think going "balls to the walls" for the interim period (as we are doing) is at this moment the best course to cover all flanks .
