I agree with the scenario with a caveat

The P4 is now overseeing the entire landscape vs the NCAA. I see the ACC being the "Academic" M2 with the Big 12 being the "other" M2. No way is Stanford, Duke, Cal associating with West Virginia. Utah, Colorado, TCU, Kansas would fit. At that time they might also want an association with the Big East which people are laying the groundwork for. I think Espn would love to have that at a discounted price from the football schools.
