IMO, is the crux of the matter. How does the school's budget pay for the changes? If the House settlement is any indication, the P2/4 are pulling a reverse Robin Hood and stealing from the poor(the other 28) to give to the rich(themselves). I think you, or maybe someone else, accurately characterized it as taxation without representation which can more simply be termed a good old fashioned money grab. That same thing, IMO, will manifest itself among the four and the beginnings of that have already been seen in the most recent CFP revisions.
