Maybe you could do the promotion by G5 conference?

The G5 conference winners all go up in place of the lowest G5 of their same conference in the super league G5 division? That way, five of the SL G5 would get replaced and five would stay. Maybe you mandate that every G5 conference gets two teams in the SL G5 division, so one always stays in for the next year, or two years?
