Lack of spirited competition is due to the schools. Wannabe private
schools (UVA and UNC) almost seem to have an institutional aversion to caring about football. Just me playing amateur psychologist here, but it seems like they view football as a game that only commoners care about. Therefore, even when they're good and start to find themselves getting excited, it's like they have to check themselves. Again, it's just a feel on their campus (or "grounds"). That's why the worst thing you can do to a Hoo is remind them that they're a public school.
Add to those two five legitimate private schools, and you get a conference that's designed for apathy. Sure, you'll get one offs every few years (BC with Matt Ryan), but it will always be an aberration.
The Big Ten and SEC had the right idea. Big state schools who aren't embarrassed of being state schools that are geographically close to each other (until recently). The ACC was always trying to be cute, talking about Boston TV markets, championship games in Florida, and similar nonsense. The results have spoken more loudly than whatever BS PowerPoint presentation made that look like a good idea.
