To me the math will never work
A quick example.
Let's say last year every ACC member received $40 million
If we implement performance based payouts, hypothetically the top teams get $55 million for this coming year. This would be a 38% increase for them with the extra $15 million.
On the other side, hypothetically the bottom teams only get $30 million this year. This would be a 25% decrease for them with the loss of $10 million.
In this scenario, the top ACC teams would be getting 83% more than the bottom ACC teams this year ($55m vs $30m). And there is no guarantee that the ACC money will change at all before 2036. The ESPN look in periods only mean that both sides will talk, it doesn't guarantee any more money.
Now layer in that the SEC is already paying out $50 million per school, and that will be increasing over the coming years. And the BIG is already paying out $59 million per school, and that will also be increasing over time.
So worst case for ACC is the money stay the same for the next 13 years. And the best a school like FSU could do would be to hit the performance milestones every single year to get the max of (hypothetical) $55 million per year. So the very best any ACC team could do would be to maybe keep pace with the SEC for a few years and it would always be behind the BIG (with the gap increasing as both conferences get more money before 2036). And even that is not guaranteed for the ACC teams because they have to perform every single year to get that max amount.
The P2 guaranteed money will always be superior unless the ACC goes crazy unbalanced and gives the top performers an excessive amount of revenue. But always remember, ESPN has the power because they have the ACC locked down for the next 13 years and they don't have to pay another dime if they don't want to.
