True about ACC, but the ACC still has more football nat'l. championships...
the last 25 years than the almighty Big Ten. Clemson 2, FSU 2 and Miami 1 (was in BEFC but now ACC member) while Ohio State has 2. Michigan and Nebraska (Big 12) tied for nat'l championship in 1997. The Big Ten hasn't won a football nat'l. championship in 9 years while the ACC has won 2. It seems like Ohio State and recently Michigan are their only dependable nat'l cahmpionship football threats. Penn State ain't what they used to be and always choke after going something like 8-0. Nebraska is the Big Ten's version of VA Tech. I guess Wisconsin may get back into the picture with their new football coach. Iowa is a nice piece but they're never a threat to win it all. Michigan State is down. Illinois, Purdue, Indiana, Maryland, Minnesota, Northwestern and Rutgers are mid-level ACC type programs that occasionally have a few good seasons every decade. That's why they "had" to add the Top 4 brands from the Pac-12-8. Now they may go after the ACC's top football brands.

Does the ACC just need to have it's bell cows reach their potential?

The ACC's problem is its lack of large state universities
