2003 was a very different scenario. One school was already in and being
Asked to support an invitation to the other School. If both schools are on the outside, One is not going to be required to turn down an invitation just because the other one is not getting it. Neither school is in a position of power in that situation. In 2003, UVA was in a position of power and influence.
Can you imagine being a politician and telling Virginia voters that you're the one that required uva to turn down an invitation to the P2 unless Virginia Tech got an invite as well. As a result, UVA got left out. Are you really going to be willing to make that many voters angry.
