The only "fair" way is too just keep playing
Like they do in hockey. That takes away the security of penalties. Of course you would make it golden goal but all the more reason to close out on regular time.
Otherwise PK's after OT is the best imo. The others are just as gimmicky. At least with two normal OT periods you have a chance to win playing the game as designed. Pks at least give the same opportunity to win and teams can absolutely practice and prepare for it.
