Ice hockey, even at the Olympics, has opted for the shootout to break a tie
at the end of the game. The only time the NHL will use continuous OT is during the Playoffs (for now). While there are times soccer needs to use PKs during the qualifying stage which would be similar to the NHL's regular season. So it would okay to use PKs to qualify for the World Cup but not during the World Cup?
The other factor that should be considered is that ice hockey has no limits on the number of substitutions during the game. While soccer does have a limit. If the NHL decided to limit the number of line changes during a game to only 5 (including PP/PK situations), then do you think it would still opt for continuous OT during the Playoffs or switch to the shootout?
