MLB's model would be the worst of all worlds
The other major professional leagues have their own flavors of weirdness, but at least they're set up such that every team is on more-or-less equal economic footing.
There is zero chance major college athletics goes in that direction. At least in the wide view. It's only going to happen if we get a more granulated divisional structure. The P2, for example, might be one distinct league at one economic level (Div-IA). The next few dozen school might be the next (Div I-B), and so on.
Which would be fine, of course. If they're going to professionalize (which clearly they are) best to do it properly.
In my pie-in-the-sky world, the NCAA will allow for promotion and relegation like Euro leagues do. Won't happen, but a guy can dream!

My point was about getting the NCAA to speak with one voice. I guarantee that the P2 are not interested in the same theoretical cap and floor that most of the rest of the membership will want.

Just doesn't matter
Chasing recruiting rankings is not how to build a program. It is an effect, not a cause.
Franklin will work his hardest to make next years' roster the best that he can, and 2027's better still.
To that end what matters is (a) does Franklin want a guy, and (b) does he sign with VT.
What some recruiting analyst thinks about how well VT has filled their needs matters less than nothing.

But let's say there was a players union, legally permitted to negotiate a labor agreement on behalf of all players preset and future.
Who do the negotiate with? The NCAA? The individual conferences? What happens when the SEC wants to pay players on one scale but the MAC wants to use a different one?

There are all sorts of incentives we don't know
How much he wants to remain an active coach. How much he valued this job vs other potential opportunities. How strictly the buyout clause required him to look for work. How motivated any of the three sides were to get things done quickly vs argue about nickels and dimes...

So if the PSU buyout was reduced to $9M, and Franklin's got a 5 year deal
...that means it's something around 5 years at $8M per?
Or do we suppose that he's getting more than $40M from us, and that PSU settled on paying out $9M just to close the books?
If so, that's about what I was expecting us to pay for a coach (any coach) and less than I was expecting someone to pay for Franklin

Right. Gray market deals.
I say gray market because they are not expressly illegal, just against NCAA regs.
Am I mistaken that another perk of gray market deals is that the payor could include explicit pay-for-play requirements, such as to discourage transferring? NILs are pretty much all one year deals because who wants to get stuck paying for a transferred player to keep making car commercials, right? And clearinghouse deals cannot be pay-for-play. But a deal the clearinghouse never knows about could include all kinds of terms and conditions. Not only pay-for-play, but even bonuses or penalties for performance, and for as many years as both sides agreed upon. Yes?
The obvious downside is that if someone (the player) thinks they've been screwed on a deal and goes public, the only one really at risk for sanction is the school.

The former is where the real money is
Failing is the worst case result. Period.
To that end, the coaches salary is not really an issue at all. Failing with a cheaper coach is only slightly less bad than failing with an expensive one. Long term success is the ONLY THING that actually matters. Sure, the more expensive coach doesn't guarantee anything, but if he's the better bet for success (in the opinion of those who made the decision) then his cost is almost immaterial.

$175,000 seems like an insane amount of cash to be in a single machine. It also doesn't jibe with the number of ATM's I've visited in my lifetime that have been empty when I need them.

You're better off trying to guess which one of the board's insiders is for real than you are listening to any media, credentialled or otherwise. Real media is only spouting things they have been fed, which means it's just one party's attempts to influence things by making something (true or not) public.

Echoing all of the below. And ...
Someone on my insurance (lol) got TWO reckless within 30 days of one another. Got a lawyer and ended up getting them both reduced. Yes, take the class prior to court. All of the "I look like I care" kabuki matters.
re: insurance rates. It is very likely that your rates jump. I would strongly suggest that you plan to shop around for new coverage the first time your policy renewal comes up after court. (1) The new company may only get the final judgment and not the initial ticket, and (2) lots of companies will lowball your first premium to get your business only to raise it when you renew after six months. Playing that game can be worth it on the bottom line if you have an expensive driver on your policy.

It's still recruiting
Not everyone gets megabucks. Plenty of the roster gets filled out with guys on similar deals, who have to be wooed away from other suitors offering their own similar deals. Guys still have to get sold on playing time. Incoming portal guys have to be convinced to spend their last year or two here. It's not just shopping on price.

His PSU buyout is irrelevent
It's a sunk cost. It may as well not exist.
His future employer, whomever it may be, is not going to get him at a discount because anyone is giving a stray thought to letting PSU off the hook. The only way PSU carries that buyout is if (a) the market really isn't offering him more than it's annual value, or (b) Franklin doesn't like any of his offers and sits it out until next year.
