It's still recruiting

Not everyone gets megabucks. Plenty of the roster gets filled out with guys on similar deals, who have to be wooed away from other suitors offering their own similar deals. Guys still have to get sold on playing time. Incoming portal guys have to be convinced to spend their last year or two here.
