Does it make sense?
To persuade Notre Dame into the football fold - to add Army and Navy. The ACC would get the national appeal of both academies plus the Army-Navy game into the data rights arsenal. Also would like the Navy brain trust to come up with unique helmet designs.

The ACC could have added USC and Stanford, and ND wouldn't have joined.
Navy and Army shore wouldn't do it for them.

Assuming they want any kind of closer association with the ACC.
I'd rather add only teams that regularly draw over 60K, like OK State and WVU. Problem is there aren't very many of those, especially close by.

If anyone can show me a top rated Army or Navy game that is not
Army - Navy which is the only game on during the 2nd week of December, I would be curious. I seriously doubt that.
Neither service academy moves the needle. We all saw the money the Big 10 pulled in today, do we really think Army and Navy are going to help make up that gap?

I've given up on worrying about Notre Dame. There are other targets like WVU and Cincinnati that are good fits that the ACC should move on. Army would be good too, but we already have Syracuse in New York.

ND has played Army something like six times since 1996 and not at all since 2016.
The Big Ten added USC and ND didn't budge. Navy and especially Army will move the needle not one bit.

And as long as Navy agrees to play ND, they will keep one of those for Navy.
