SWAG: ACC survives if basketball tourney breaks off from the NCAA.
The Older Adults will remember when basketball made more than football. If the NCAA doesn't take the 1.15 Billion (85% from the NCAA basketball tournament) then the ACC can make a ton of money through basketball. Also, if they get Miami (5 time National Football Champion), Florida State (3 time National Champion) Clemson (3 time National Champion) and Virginia Tech back in the top 5-10 like they used to be, then the will make money in football too. However, that is going to take time, but if the basketball breaks off, they will be confident that they can make up a good portion of the money based on their previous performances in March Madness.

Basketball tournament makes just shy of a Billion now, playoff makes about
500 million (expected to go to 1 Billion with expansion), but with the basketball money the NCAA keeps 40% and spreads the other 60% amongst the approximately 1000 members. The NCAA gets nothing from the football playoff, so if they didn’t take that money for basketball, we are talking about close to a Billion. Hey, it’s all based on the basketball breaking off, but impression from Skipper is, it’s entirely possible.

That’s your argument? On per game basis, BB makes about 10x less than FB?

John Skipper former President of ESPN, the guy that did the B!G &SEC deals,
said it in interview about 3 weeks ago. There probably isn't a better source than him on expansion and where the money is for college sports. Basketball would help the ACC as well as the Big XII
Kanas and Baylor won the past 2 NCAA men's basketball tournaments, and Texas Tech was runner up to UVa in 2019. These two conferences have been dominating basketball lately. So if that can generate more money, that will certainly help.
