Big Ten and SEC do not decide on conference alignment.
FOX Sports and ESPN make those decisions. It is their money. ESPN already owns the ACC teams. I read there is no reason to shift them to the SEC. They make plenty off the ACC. Why lose it? It is FOX sports that will be coming after ACC teams if anyone does. ESPN does not want to lose ND to FOX Sports. For now I am going with the theory that it is power play between FOX and ESPN.

Once ND makes a move then the rest of the dominoes fall.
If ND to BIG, then Oregon and UW (and a third from either PAC, B12, ACC) next and get to 20. At that point three things happen.
1. if ND makes a move then someone found a way out of the GOR, which opens up the whole ACC
2. SEC grabs four more to get to 20. Likely all four from ACC, but possible they grab 1 or 2 from B12.
3. B12 will then be the key because both the ACC and PAC will be looking to merge with them for survival
The PAC will actually be in the weakest position because of location. Their only options to survive are to merge with teams from the Mountain West or B12. The ACC will have multiple options of teams from B12, MAC, CUSA, American (which are mostly ESPN controlled).
In the end, Fox will have the north (and west?). ESPN will have the south and east.

As part of the GoR, ND agreed to 2 extra contract provisions. First, they agreed to play 5 football games against ACC opponents per year. Second, they agreed that if their football team joined a conference before 2036, it had to be the ACC. If ND tries to break either one of those contractual agreements, the ACC will sue them for hundreds of millions of dollars in damages.

Once you open up that contract to adjustment, then you give other schools a green light to do the same. Any cracks in the GOR will be exploited by schools who want to leave.
This is all about contracts at this point.

Why hasn't the BIg 10/Fox already added them? Why can't the big 10 just add notre dame and be done one day.
If they (oregon and uw) truly will bring on more money for every big 10 school right now, then there would not need to be a waiting period would there? All you do is risk this valuable asset goes somewhere else.
Mabe they are begin overvalued by everyone. They would have to bring in at least an extra 100 million EACH to make it worth adding them
It makes absolutely no business sense to not add teams that will make you money and no sense to add teams that will decrease each members payout.

ND is their main focus at the moment as it gives them a big marketing win, and it is already in the middle of their footprint. OU and UW can wait on the sideline for as long as needed because there is nowhere else for them to go. The BIG has all the leverage in these discussions.
