Because the BIG can wait. They don't need to rush since they have control
ND is their main focus at the moment as it gives them a big marketing win, and it is already in the middle of their footprint. OU and UW can wait on the sideline for as long as needed because there is nowhere else for them to go. The BIG has all the leverage in these discussions.
