They will likely decline this offer and open up to other networks

If I recall correctly, this contract won't start until 2024 and they are doing this to get a ballpark idea of where they are at. This will go into renegotiation for next summer and the sharks will begin circling around the Pac 12. All of those teams except Oregon St and Washington State could look attractive to the Big XII and ACC. And the B1G certainly has their eyes on Oregon, Washington and Stanford.
