This is another step in a protracted negotiation

between the P2, the ACC/B12 and to a lesser extent the rest of D1. Congressional votes will more or less just mirror those constituencies . The P2 will ultimately support legislation but it is in their best interest to slow play because 1) they want to claw back a more favorable deal then presently proposed and 2) they might as well enjoy the lion's share of the existing "structure" as long as they can. ** Edited by Vippie1 at 6/19/2026, 10:09:26 AM
