In general, I agree with you federalizing a spill is probably not the best

way to go. However, if deaths occur as a result of the spill, like what had happened with Deepwater Horizon, then I am not sure the federal government or state government (if it occurs within the state's waters) has much of choice in the matter. Now whether that reason is politically motivated or for another reason (i.e. legal) may be up for debate.
