That is exactly right. Schools not named UNC, FSU, ND may need leverage...

UNC, FSU, and ND are virtually guaranteed admission to at least one of the P2 conferences whenever they desire. However, I don't think any other school could independently ask for admittance and be fully assured. Clemson is very likely but not certain, and Miami is probably pretty close too. However, UVA, VT, NCSU and others are very attractive additions but likely need to be part of a package deal and ride the coattails of the most coveted schools.
