I will try

1- this is 5 schools (I think) and not just UNC and NCSU. I think a part of it is to force the one or two in the P2 to have to play the 3 or 4 other state schools on a regular basis. Maybe it is a future payday for ECU, ASU and UNCC. 2- Beyond #1, I think that the UNC/NCSU game is a big thing in NC and whereas I can see the state blocking either from going P2 alone, their stated goal is to assure an equal landing spot for both. This bill is be be sure that even if in different leagues, they will still play. So say a UNC in the SEC along with a NCSU in the Big still have to play ECU, ASU and UNCC and each other. I also don't discount that the state of NC has invested so much in the ACC that they won't let either leave or not right now. It may be their goal to hold those 2 for a while until they can add the 3 smaller schools to the ACC when (if) UNC and NCSU leave.
