Where OK has the potential to become as strategic as NC or VA is if ratings
ever drive the decisions. Even though the population of OK is less than NC or VA, I believe OK has a similar characteristic as NE. What I mean is a large percentage of the state follows Sooner football. The percentage is probably not as high as the percentage of people who follow Cornhusker football because the Sooners have to share the state with the Cowboys and Golden Hurricane (yes, there is no "s" in the nickname). If ratings ever becomes a more deciding factor, then will more people tune in to watch VT football, UVA football, UNC football, or NC State football compared to Sooner football within their respective states? It would not surprise me if the Sooners generate better ratings than all 4 programs individually and maybe even combined for VA because of UVA's lack of interest in football. Plus, I think VA, as a state, has more colleges/universities that sponsor football than OK which could impact the ratings for UVA and VT because people are watching their school play.
