The reason USC and UCLA both got invites is different from UVa and VT.

USC is the biggest football brand in the West. A top blue blood nationally. And both come from a massive state that is 4x the size of VA. And for a sweetener, UCLA is the blue blood basketball program in the West. They are also in the second largest media market in the US, and a culturally important one to boot. So unfortunately, VT and UVa don't quite have this. For the rest of my thoughts, read the post of @VTHokie2000 below.
