Even if the Big Ten were to expand to 23 teams tomorrow, don't be surprised
if it is only a "short term" solution until they settle on who will be the 24th or 25th team. The reason I say that is because the "scheduling math" may not work out for certain numbers. For example, it is possible the schedule generator can't generate a schedule where all 23 teams play 9 (or 10) conference games in football without some teams playing each other twice in the same season. Other sports could have similar type of issue generating their schedules too.
If the Big Ten expanded to 25 or even 30 teams, then they could opt to go with 5 "divisions" instead of 4. Particularly if the Big Ten decides to change its scheduling philosophy and opts to adopt the NFL's scheduling model where you play certain teams home and away every.
