I think it is the B10 that really wants the 4-4-whatever

In short, the B10 is afraid that they SEC will pull ahead of them, and push them down the list to clear 2nd place. I think they realize that the SEC has almost no limit to how many teams they can get into the top 16. But the B10 is probably limited to 4 each year. They want it to freeze that they are equal to the SEC and twice as good as the rest. It is a monopoly tactic designed to keep things the way they are forever (with B10 and SEC on top as equals getting most of the money).
