The P2 doesn't need everyone they currently have.

But the VA/NC (include DMV)is really the only place in America of significant size that the P2 is not in. Compare that to the B12 with only Denver and Phoenix. And by that I mean areas where they are the only game in town. Some will say B12 in Texas but the best B12 team will never be any better than #3 in that market area. And maybe even OU sneaks in at #3.
