I think it was the MWC splitting into the WAC or something, and they wanted to give both an auto-bid, so rather than taking away an at-large they made the play in game. Then people's panties got in a bunch about calling it a play-in game, and have the 16/17 seeds play for the 16 seed slot, so they did whatever stupidity it is now. There is nothing the NCAA can't do to take something good and screw it up to appease teams with no chance who are already getting a pay day they really don't deserve. And the 12 team football playoff is the same thing.
