Boy you missed it, to them the area I described is their area

and they would never have lost their #1 status if VT hadn't been admitted to the ACC. Being in a P2 without having to compete with a P2 VT is a part of their strategy to be a stronger football program. I would also say they have pushed the idea that the SEC can control all of the VA market with Tennessee taking the southwest, UNC taking all of southern VA and selling the idea that UVA can at least stand up in Nova.
