There is one significant difference...

The programs in the B-XII are no longer bound to a GOR. The P2 has already evaluated them and left them for dead (for now anyways). There is no question that some ACC teams (maybe FSU and Clemson) are next in line once the ACC GOR is broken. I think we understand that after the ACC jewels are raided, the remaining teams are all in the mix with the B-XII teams.
