That all depends on the media contracts. All of it. If the ACC is

+ or - of the B12 contract, no one is going anywhere. If ESPN is dangling more money for one or the other conference, things could get dicey. The Only way VT, or any other ACC schools ends up in the B12, will be determined by ESPN, not by academics, not by geography, not by what would be good for any school or conference. It will come down to what is good for ESPN.
