Somewhere along the line...

there developed a consensus that adding a school to your conference is a synonym for gaining wealth. Conference members must be paid. If you add four new members, you'd better hope they earn more than they consume. Maybe the analogy should be that adding a school is like hiring an employee. You must pay him and you hope that he can generate enough revenue to justify his place. Oh, BTW, you can't fire him... ever.
