Even in the mid-tier...
Tech will be in a higher tier than JMU. JMU competes at the same level as Tech in many sports and Tech has more money to spend being in the ACC. JMU softball made it to the Women's College World Series in 2021. That was years after JMU's softball coach bolted to Auburn to make the big bucks. JMU did something Virginia Tech has never done and won a NCAA D-1 national team championship when they won the women's lacrosse national championship in 2018. How does Butler, Gonzaga, UConn and other schools remain highly competitive in men's basketball. UConn women are still very good in women's basketball. Santa Clara always does well in women's soccer.
It's true that the richer schools will take successful coaches away from Tech but that has happened with Tech being in the ACC. Buzz Williams went to Texas A&M and Pete Hughes went to Oklahoma. Tech may have to cut a few Olympic sports programs and focus on a few sports that they believe they have the best chance of competing at a high level.
